A handover inspection is measured against your building contract, plans and selections, the National Construction Code and ABCB Housing Provisions, the NSW Guide to Standards and Tolerances 2017, and the Australian Standards that apply to each element.
34 checkpoints across 9 areas on a standard Cobbitty pre-handover (PCI) inspection. Anything locked, stacked with materials or unsafe to reach on the day is named in the report as not inspected, with the reason, so you know what is still open.
Recorded at practical completion on Cobbitty homes.

Two to three weeks if the builder will allow it. That leaves room to fix the list and for us to come back before the final payment.
It is recorded as a major defect when the overhang exceeds 15mm, because the brickwork is not fully supported by the slab edge. The builder or engineer needs to confirm the fix.
Concrete shrinks and moves. Without control cuts and an isolation joint at the house slab, it cracks where it chooses rather than where it should.
That depends on your contract. The report gives you a clear written list to negotiate with, and practical completion usually means the home is reasonably fit for occupation with only minor omissions.
Electrical circuits, gas, hot water and appliances are not tested, plumbing is not pressure tested, and nothing is opened up. We do not issue the occupation certificate. Those belong to licensed trades and the principal certifier.
